Pennsylvania Care Foundation: No-Cost Services
If you are an older person with disabilities, a veteran or cognitively challenged individual, you or your loved one may qualify for long-term care services as a resident of Pennsylvania. Most Medicaid or Medicare patients will qualify through the State of Pennsylvanias’ Office of Long-Term Living (OLTL) which is now managed by MCOs (Managed Care Organizations).
Eligibility
A person must:
- Have a medical need for long-term care services — A doctor must complete a form notifying the OLTL of the medical need. This form is then reviewed by a department-approved agent. The agent will tell the county assistance office if services are needed.
- Be a U.S. citizen or a qualified non-citizen
- Be a resident of Pennsylvania
- Have a Social Security Number

If you meet the criteria established by the Pennsylvania Department of Welfare you are eligible for free services at no cost to you.
If you are a veteran, disabled or cognitively challenged, receive Medicaid or Medicare you might qualify for services at no cost to you.
